
Section 38-43-105 of the South Carolina Code of Laws, pre-licensing education requirements for producers only, was repealed on June 16, 2008. Bail Bondsmen and Runners are still required to comply with pre-licensing education requirements as mandated in Section 38-53-85 of the South Carolina Code of Laws.
The South Carolina Department of Insurance has contracted with Prometric to provide the licensing examination for the Department. Please contact Prometric directly to register for an exam, pay the exam fee and schedule an appointment. The South Carolina Department of Insurance (not Prometric) processes all applications for pre-licensing courses, instructors, program directors, schools, and sponsors. Please complete the required applications and submit all required documentation to the Education Office at the Department. Requirements for Surplus Lines Brokers is different.
- Instructor Approval Application, Form 3618

- Submit Appropriate Examination Content Outline
The outline must have the page numbers where a topic is located in the course material. The outline must be submitted in duplicate to the Department. Outlines may be obtained from Prometric's website at http://www.prometric.com/SouthCarolina/scol0806.htm.
- Submit Pre-Licensing course material, quizzes and a master copy of each examination.
- Submit Classroom Schedule.
The applications must include a schedule identifying the topics that will be taught each day, time class will begin each day, time of breaks, time of lunch, and time class will end each day.
- $100 Filing Fee for each course.

The sponsor must provide each student with a copy of the following:
- Required textbook and course guide
The textbook is "Surplus Lines Insurance Operations" the Insurance Institute of America, first edition, 2006.
- Title 38, Chapter 31 of the South Carolina Code of Laws
Property and Casualty Insurance Guaranty Association
- Title 38, Chapter 45 of the South Carolina Code of Laws
Brokers and Surplus Lines Insurance.
Both Chapters 31 and 45 of the South Carolina Code of Laws must be included in the discussion of Chapter 3 of the textbook.

- Course Sponsorship Application, Form 3619
The application must be submitted to the Department at least 30 days in advance of conducting a class,
- Pay a $100 filing fee and a $100 renewal fee every three years.
- Submit a Course Schedule
The Department must receive a course schedule at least 10 days before the course is taught. The course schedule must include the following: (1) location where the course is being taught, (2) instructor(s) name(s) and (3) detailed timetable which includes the time class begins, time each chapter is being taught, time of breaks, time for lunch, and class ending time. In making the schedule, fifty-minutes of instruction equals one hour of class time. Breaks and lunch are not included in the twelve-hour requirement.
- Each sponsor must keep attendance records for a period of 3 years.
- Each sponsor is responsible for the actions of instructors.
- Each sponsor must provide a copy of all required course materials to each student.

- Must have a minimum of 5 years of current experience as a licensed property and casualty insurance broker, be currently employed for a minimum of 5 years as an underwriter of property and casualty excess and surplus lines of insurance or have 5 years of experience in teaching the subject matter. The Department must receive notarized written confirmation of these qualifications on company letterhead, signed by a company executive. This documentation must be submitted with the application request for approval. (Resumes will not be accepted as documentation.)
- Must not have been convicted of any crimes involving moral turpitude.
- Must be in compliance with all laws or regulations of this and any other state.
- Must complete the instructor application, Form 3620.

- The Preamble must be read at the beginning of the first class, Preamble
- A maximum of twelve (12) hours is required to complete pre-licensing requirements.
- Daily classroom education is limited to a maximum of six (6) hours.
- Participants must comply with the CE guidelines for classroom conduct, as required by Regulation 69-50 in order to receive credit for the course, no exceptions.
- Facility must be conducive to a classroom setting as per Regulation 69-50.

After you fulfill your exam requirements, submit your application for licensure to the Department. Passing an exam does not guarantee that you will be issued a license. If you take an exam unnecessarily or are found unqualified, neither the exam fee nor the license processing fee will be refunded.
